The year is 2019 and Tokyo is on the brink of absolute destruction. Cyberpunk biker Tetsuo has become involved in a top-secret military research project and has begun to develop special powers. The police and the army attempt to contain Tetsuo, but his transformation gathers speed rapidly, and soon not even his friend Kaneda can help him.
